Sholeini Reforms

A restructuring of the military of Ereba, conceived by Gaius Sholein and enacted by Ciro Elbandi. The Reforms eliminated the old system of levies from the merchant houses in favor of a professional army and navy loyal to the Ereban Empire rather than one of its factions.
The Sholeini-model army relied on defense-oriented heavy infantry backed by ranged attackers, offensive spellcasters, and light artillery, and reinforced by cavalry. The tactics used, particularly the rotating front line of infantry, allowed the army to fight effectively far longer than most foes, eventually wearing their enemies out while subjecting them to withering ranged fire. Standard practice called for using cavalry only to counter other cavalry or to break an exhausted enemy line at the end of a day of fighting.
Though the tactics of the Imperial Ereban Army following the Sholeini Reforms were predictable in large-scale battles, no Imperial army of half-legion size or larger, outside of ambushes, ever lost a battle to a foe with less than 1/3 greater numbers - and such armies often won battles despite being outnumbered two or more to one.
