Regions of the Ereban Empire
Imperial Provinces
Imperial Provinces are the primary political unit within the Ereban Empire. Each is ruled by a governor appointed by the Council of Seven, and each may send four representatives to the Imperial Assembly. In order to become a province, a region must be offered that status by the Council of Seven and accept.
Arem-Kass
Contains the territories of the former Dual Kingdoms of Arem-Kass. The island of Arem is generally peaceful following its defeat by the Legions, but Kass, which surrendered shortly after the Erebans landed, is home to a smoldering rebellion against the invaders.
Blackacre
Contains the territories controlled by the Blackacre Elves as of their joining the Empire. The elves are granted a larger degree of sovereignty than any other imperial province. Blackacre's former governmental structure remains in place, and chooses its own governor (the Council instead appoints a liason officer to act as advisor to this governor and report back to the Council). In addition to this, Blackacre maintains the only legal non-Legion standing army in the Empire, the Blackacre Watch.
Eastern Ereba
Contains the eastern half of pre-imperial Ereba east of the Cullis River and north of the Golden River out to Eastreach. Eastern Ereba is sparsely populated, covered predominantly with farmland and dotted with towns and villages along the Grand Road.
Kasran, Sternholm, and Lesselia
Composed of the named territories as well as six minor fiefs, two Free Cities, an arcane sanctum, and one dragon domain. Most of the province petitioned to join the Empire out of various motivations, but the northwestern portions of KaStLe (as it is often known) were added by conquest, and Western Accordia's unrest frequently spills over the border into these regions.
Sillisti
Made up of most of the Sillisti Mountains, minus the eastern tip of the range where it enters the Hura. Sillisti is the least stable of the imperial provinces. Though the citizens in the range are on the whole more loyal and peaceful than most outside of old Ereba, skirmishes with Aranthian troops and monstrous races are nearly constant. Additionally, several small nations of dwarves live below the mountains, among and astride tunnels to the Underdark. Though interactions with these dwarves have so far been peaceful, disputes over the location of the border are increasingly common.
Western Ereba
Imperial Districts
Fiora
The smallest subdivision of the Ereban Empire, the Imperial District of Fiora is three hundred square miles of the Golden River delta, located between the Copper and Stillwater branches of the river. The district is the financial center of the Empire, and its most densely-populated region, in addition to containing the capital city, Fiora.
Hura
Contains the city of Hur as well as a stretch of coastline south of the Sillisti Mountains, as well as the eastern edge of the range and the Leviathan's Claws. The Hura is growing in importance as a port region, dealing in minerals mined from the mountains and with a growing industrial capacity, but the Ereban government's focus continues to be on fortifying the region against pirates in the Claws and the risk of Aranthian attack.
Military Districts
Western Accordia
The large Military District of Western Accordia is composed of dozens of minor principalities conquered by the Empire during the Accordian Campaign. The district reaches from Kasran, Sternholm, and Lesselia in the south to the Whiteacre Forest in the north, with a poorly-defined border separating it from the territories now known variously as Eastern Accordia, Free Accordia, and Greater Heddwich. The region is in a constant state of low-level revolt which occasionally spills over its southern border, although imperial control becomes stronger every year.
