Free Cities of Osterna
The Free Cities of Osterna are not a unified political body, but rather a group of city-states along the coast of the Osterna region of Xsass. Though frequently at odds, and routinely at war, the Free Cities are notable for their tendency to band together against external threats. This tendency may be explained by the unusually high numbers of goblinoids and orcbloods who live in the cities - these races would have much to fear from conquest by a human-, elf-, or dwarf-controlled nation.
The Free Cities have few fixed borders, with exceptions existing only when proximity breeds sufficient friction (up to and including war) to require a negotiated settlement. One notable exception to the generally relaxed approach to territorial disputes is the extremely well-demarcated border between the cities of Sujal and Kalistos, which sit on opposite banks of the Restless River.
